Expected expressway leader often declares conflicts

A lawyer in line to run the region's embattled expressway authority has abstained from voting on agency business 165 times because of potential conflicts of interest, raising questions about his ability to lead.

Orlando Evora, vice chairman of the Orlando-Orange County Expressway Authority, is expected in January to replace Allan Keen as chairman at a time when the agency is reeling from criticism over its spending.
